HOBAN Recruitment is seeking an experienced Technical Security Risk Advisor (EL1) to support a major Federal Government agency. This role is based in DEAKIN ACT, with a national remit across metropolitan, regional and corporate environments.
You will play a pivotal role in uplift of physical and technical security, ensuring organisational compliance with the PSPF and contemporary protective security standards.
About the Role
In this position, you will lead and deliver critical security risk and assurance activities across the organisation, providing authoritative guidance on technical security systems and protective security practices. Key responsibilities include:
Security Risk, Assurance & Governance
- Lead planning, scheduling and delivery of Security Risk Assessments (SRAs), site audits and physical security assessments.
- Identify threats, vulnerabilities and control gaps, recommending targeted treatments aligned with ISO 31000, PSPF and organisational requirements.
- Develop and maintain Site Security Plans that balance accessibility, safety and security.
- Manage a national site risk register, ensuring visibility of treatment owners, deadlines and residual risks, and escalating high‑risk issues promptly.
Technical Security Expertise
- Provide expert advice on access control, intrusion detection, alarms, CCTV, electronic key management, duress/intercom systems, and related infrastructure.
- Implement a national testing and assurance regime validating physical security controls.
- Prepare assurance reports confirming compliance with PSPF, ASIO‑T4 guidance, SCEC certification pathways, and internal specifications.
Operational Capability & Documentation
- Develop and maintain security guides, procedures, templates and artefacts supporting consistent, risk-informed practices.
- Review and uplift security policy to incorporate emerging risks, technologies and operational needs.
- Contribute expertise to security incident reviews to strengthen organisational learning.
Stakeholder Engagement
- Build strong relationships with internal teams, including Property, ICT, Personnel Security, Incident Management and Regional Operations.
- Coordinate work with external providers such as SCEC-endorsed consultants, integrators and contractors, ensuring value for money and compliance.

About You
You will be a subject matter expert in physical and/or technical security with strong analytical capability and excellent communication skills. You will have:
- Demonstrated experience in physical, technical or protective security within government, infrastructure, corporate or regulated industries.
- Proven ability to conduct Security Risk Assessments, audits and physical security reviews aligned with government frameworks.
- Experience developing security plans, risk documentation, technical specifications or operational procedures.
- Strong knowledge of electronic security systems and their infrastructure dependencies.
- Ability to lead complex work programs and manage competing priorities with limited supervision.
- Excellent written and verbal communication skills, including assurance reporting.
- Demonstrated ability to prepare certification reports confirming compliance with the Protective Security Policy Framework (PSPF).
