EL1 Employment Suitability & Workforce Integrity Advisor

Are you an integrity-focused professional with deep experience in vetting, suitability assessment or personnel security? We're seeking an EL1 Specialist Advisor, Employment Suitability & Workforce Integrity to lead the development and uplift of the Agency's suitability, integrity and workforce risk frameworks across the entire employee lifecycle.
This is a key leadership role shaping how we protect the organisation, its people and the community we serve.
What You'll Do
1. Personnel Security & Suitability Framework Development
- Lead the design, consultation and rollout of a contemporary employment suitability framework spanning recruitment, onboarding, mobility and offboarding.
- Ensure strong alignment with the Protective Security Policy Framework (PSPF), APS integrity principles, and internal personnel security requirements.
- Provide expert analysis and advice to shape risk‑based workforce controls and organisational decision‑making.
2. Suitability Assessment & Expert Advisory
- Apply structured vetting and suitability methodologies to complex workforce cases.
- Offer authoritative advice on risk indicators, suitability concerns and appropriate mitigations.
- Support defensible decision-making through clear documentation, rigorous analysis and sound professional judgement.
3. Pre‑Employment Screening
- Enhance and mature pre‑employment screening settings, ensuring proportionality to the role's risk profile.
- Support seamless integration of screening requirements into recruitment workflows and systems.
- Review applicant information to identify suitability indicators and provide clear recommendations.
4. Ongoing Suitability & Workforce Monitoring
- Develop practical, risk‑informed approaches to ongoing suitability.
- Establish review triggers and apply structured, evidence‑based assessment methods when concerns arise.
- Help the organisation proactively manage workforce integrity risks.
5. Workforce Role Risk & Governance
- Assist in assessing positions for elevated integrity or access requirements, including screening obligations.
- Partner with People, Culture & Wellbeing teams to maintain tools linking roles to suitability expectations.
- Provide guidance on suitability considerations during job design, recruitment and workforce planning.
6. Policy, Documentation & Continuous Improvement
- Refresh and maintain policies, procedures and guidance covering suitability and workforce integrity across the employment lifecycle.
- Strengthen integration between personnel security, integrity, fraud, audit and governance functions.
- Drive continuous improvement through insights, evidence and best‑practice approaches.
7. Stakeholder Engagement & Representation
- Build strong partnerships with Cyber Security, Fraud, Legal, Audit, Risk and operational teams.
- Confidently engage with stakeholders at all levels on sensitive and complex matters.
- Prepare high‑quality papers, advice and executive briefings.
8. Leadership & Program Delivery
- Lead complex workstreams, managing priorities, risks, timelines and interdependencies.
- Mentor staff in personnel security and integrity areas to support capability uplift and knowledge transfer.
- Promote cultural uplift in integrity awareness, ethical behaviour and suitability expectations across the workforce.
What You'll Bring
We're looking for candidates with:
- Experience applying PSPF personnel security and integrity requirements to recruitment, onboarding, suitability assessments, ongoing monitoring and workforce separation.
- Significant experience in vetting, suitability assessment, personnel security, integrity or similar regulatory functions.
- Strong capability in interpreting sensitive or complex personal information against structured criteria and standards.
- Proven experience developing or applying assessment frameworks, risk criteria or evidence‑based methodologies.
- Highly developed written communication skills, including suitability assessments, decision records and executive briefs.
- Demonstrated professionalism, discretion and sound judgement when handling sensitive information.
- Experience leading reforms, governance processes or capability uplift activities.
