A federal government agency is seeking an EL1 Technical Security Risk Advisor to lead physical and technical security risk assessment, assurance and governance activities across a nationally distributed property portfolio.

About the Role:
The EL1 Technical Security Risk Advisor will provide expert leadership and assurance across security risk, physical security and technical security domains. The role is responsible for planning and delivering Security Risk Assessments (SRAs), audits and physical security reviews, identifying threats and vulnerabilities, and providing defensible, standards-based recommendations aligned with the Protective Security Policy Framework (PSPF) and ISO 31000. Operating with a high degree of autonomy, the role will balance security, accessibility and operational needs while engaging closely with internal stakeholders and external providers.
Key Responsibilities:
- Lead the planning, scheduling and delivery of Security Risk Assessments, site audits and physical security assessments across metropolitan, regional and corporate sites nationally.
- Identify threats, vulnerabilities and control gaps, and develop proportionate risk treatments aligned with ISO 31000, PSPF and organisational policy.
- Develop, maintain and implement Site Security Plans that balance safety, inclusion, accessibility and security considerations.
- Establish and maintain a national site security risk register, ensuring visibility of treatment owners, due dates and residual risk, with appropriate escalation of high-risk issues.
- Provide authoritative technical advice on access control, CCTV, intrusion detection and alarms, duress/intercom systems, electronic key management and related infrastructure or network dependencies.
- Design and implement a national testing and assurance regime to validate the effectiveness and ongoing performance of physical security controls.
- Prepare high-quality written assurance and certification reports confirming that security installations and upgrades comply with PSPF requirements, ASIO-T4 technical guidance, SCEC certification pathways and internal security specifications.
- Develop, review and uplift security policies, procedures, guides and templates to support consistent, risk-informed security practices across the agency.
- Contribute expert advice to security incident reviews, supporting organisational learning and continuous improvement.
- Build and maintain effective working relationships with internal stakeholders including Property, ICT, People Services, Personnel Security, Incident Management and Regional Operations.
- Coordinate and oversee work undertaken by external consultants, integrators and contractors, ensuring compliance, quality outcomes and value for money.

Mandatory Requirements:
- Full Australian citizenship
- Demonstrated experience in physical security, technical security or protective security roles within government, infrastructure, corporate or regulated environments
- Proven experience conducting Security Risk Assessments, audits and physical security reviews aligned with contemporary government security frameworks
- Strong knowledge of electronic security systems and integration considerations
- Demonstrated ability to lead complex work programs, manage competing priorities and deliver high-quality outcomes with limited supervision
- Highly developed written and verbal communication skills, including experience preparing assurance and certification reports
- Demonstrated experience preparing documentation confirming compliance with Australian Government security frameworks, including the Protective Security Policy Framework (PSPF)
Highly Regarded:
- Experience working within a federal or state government environment
- Familiarity with ASIO-T4 technical guidance and SCEC certification pathways
- Experience coordinating external security consultants and technical contractors
- Strong stakeholder engagement skills across multidisciplinary and geographically dispersed teams
