About the Role:
The EL1 Specialist Advisor provides authoritative advice and leadership on workforce suitability, personnel security and integrity risk management. The role leads the development and implementation of a risk-based employee suitability framework aligned with the Protective Security Policy Framework (PSPF) and APS integrity requirements. Operating with a high degree of autonomy, the role supports defensible decision-making in complex and sensitive workforce matters, strengthens pre-employment screening and ongoing suitability processes, and partners closely with integrity, security and governance stakeholders across the agency.
Key Responsibilities:
- Lead the design, consultation and implementation of a contemporary employee suitability framework covering the full employment lifecycle.
- Ensure workforce suitability settings align with protective security, APS integrity and personnel security policies and standards.
- Provide expert analysis and advice on complex suitability matters, including identification of risks, concerns and appropriate mitigations.
- Apply vetting and suitability assessment principles to complex workforce cases, producing clear, structured and defensible documentation.
- Strengthen pre-employment screening arrangements, ensuring checks are proportionate to role risk and integrated into recruitment processes and systems.
- Review pre-employment and workforce information to identify potential suitability indicators and provide evidence-based recommendations.
- Develop and embed practical, risk-informed approaches to ongoing suitability and workforce monitoring, including clear triggers for review.
- Assist in identifying roles with elevated integrity, access or security requirements, including worker screening considerations.
- Support governance tools and registers that link roles to suitability and screening expectations.
- Refresh and maintain policies, procedures, guidance materials and assessment tools relating to workforce suitability and integrity.
- Strengthen linkages across personnel security, integrity, fraud, audit, risk and governance functions.
- Prepare high-quality written briefs, assessments and advice for senior executives on sensitive and complex matters.
- Build strong, collaborative relationships with stakeholders across Cyber, Fraud, Legal, Audit, Risk, People and operational areas.
- Lead complex workstreams, manage priorities and risks, and provide mentoring and guidance to staff in related integrity or security functions.
- Other duties as required.
Mandatory Requirements:
- Full Australian citizenship
- Significant experience in personnel security, vetting, suitability assessment or workforce integrity roles
- Demonstrated experience applying the Protective Security Policy Framework (PSPF) to workforce lifecycle processes
- Proven ability to interpret complex and sensitive personal information against defined suitability standards
- Strong experience developing or applying structured frameworks, risk criteria or assessment methodologies
- Highly developed written and verbal communication skills, including preparation of suitability assessments, decision records and executive briefs
- Demonstrated ability to manage sensitive information with discretion, professionalism and sound judgement
- Proven capability to lead complex work programs, manage competing priorities and deliver outcomes with limited supervision
Highly Regarded:
- Experience working within a federal or state government environment
- Experience leading integrity, governance or workforce risk uplift activities
- Strong stakeholder engagement skills across multidisciplinary and geographically dispersed teams
- Experience supporting or advising senior executives on sensitive integrity or personnel security matters
