HOBAN Recruitment is seeking an experienced EL1 Program Manager to support a high-profile government agency delivering complex reform programs and strategic policy initiatives located in ANY client site location.

About the Role
As an EL1 Program Manager, you will provide leadership across policy, program delivery and stakeholder engagement, managing complex initiatives in a dynamic environment.
- Lead and manage programs, projects and reform initiatives with agency-wide impact
- Oversee strategic planning, implementation and evaluation of policies and programs
- Provide expert advice and technical guidance on policy, legislation and program delivery
- Analyse data and prepare high-quality policy papers, briefings, reports and correspondence
- Manage risk, governance and decision-making in complex and evolving environments
- Lead and mentor teams, fostering a high-performing and collaborative culture
- Build and maintain strong relationships with internal and external stakeholders, representing the agency as required

About You
You are a strategic thinker and confident leader with strong public sector experience and the ability to deliver outcomes in complex settings.
Essential:
- Demonstrated experience leading policy development and implementation, including analysis and reporting
- Strong background in strategic policy, program delivery and reform initiatives
- Proven leadership experience managing teams in the public sector
- Experience working with legislation and government frameworks
- Experience in strategic commissioning and program oversight
- Excellent analytical, conceptual and problem-solving skills
- Exceptional written and verbal communication skills for a government audience
Desirable:
- Relevant bachelor's degree or equivalent experience
- Knowledge of the disability sector
- Strong governance and sound judgement capabilities
- Ability to adapt to changing priorities and work in a fast-paced environment
- Proven stakeholder engagement and relationship management skills
- Understanding of Commonwealth procurement rules
