HOBAN Recruitment is seeking an experienced EL1 level Project / Program Manager to deliver high‑impact security infrastructure projects for a key Federal Government agency located in BARTON ACT. This role is ideal for a seasoned project professional with strong security, governance and stakeholder management capability, who thrives in a fast‑paced and highly regulated environment.
About the Role
In this position, you will lead end‑to‑end delivery of critical security and technology projects, ensuring compliance with the Protective Security Policy Framework (PSPF) and relevant technical standards. You will manage a diverse project portfolio, collaborating with internal and external stakeholders to drive successful outcomes across all phases of the project lifecycle.
Key responsibilities include:
- Managing physical security upgrades, global network design projects, and security operations capability enhancements.
- Delivering projects from initiation through to handover and closure.
- Applying PSPF and ASIO Technical Notes to ensure compliance with all security requirements.
- Coordinating project teams and resources within a matrix environment.
- Overseeing procurement activities, vendor engagements, and contract administration.
- Maintaining high‑quality project documentation, schedules, risk registers and reporting.
- Managing budgets, forecasting, and financial governance.
- Driving change management and communication activities.
- Ensuring projects meet all relevant legislative obligations (e.g., WHS, DDA, NCC/BCA).
- Providing regular stakeholder briefings and project board updates.

About You
To be successful, you will bring:
- Demonstrated experience delivering end‑to‑end projects in government or highly regulated sectors.
- Strong understanding of the PSPF, ASIO Technical Notes and security infrastructure requirements.
- Proven ability to manage multiple concurrent projects and competing priorities.
- Experience leading teams and influencing stakeholders at all levels.
- High‑level communication skills with exceptional attention to detail.
- Experience in procurement, contract management, and vendor engagement.
- Strong capability in project governance, risk management, financial management, and reporting.
- Ability to thrive in a dynamic, sometimes reactive environment.
- Current NV1 Security Clearance (mandatory) and ability to obtain NV2.
